Indian Railways Fully Gears Up For Successful Implementation Of Special Campaign 5.0 Focusing On Cleanliness & Disposal Of Pending References

**Special Campaign 5.0 Launched by Government of India to Institutionalize Swachhata and Dispose Pending Matters**

The Government of India has launched Special Campaign 5.0 starting from 15th September 2025, aimed at institutionalizing Swachhata (cleanliness) and addressing pending matters effectively. The campaign’s target-setting phase will begin immediately and continue through 2nd to 31st October 2025, with a focused effort on achieving these targets within the stipulated period.

The Ministry of Railways is fully geared up for the successful implementation of this campaign across Indian Railways. The Railway Board, led by Chairman & CEO Satish Kumar along with other senior officers, is closely monitoring all preparations to ensure the campaign’s effectiveness and smooth execution.

In support of this initiative, detailed guidelines have been issued to all field units via a D.O. letter addressed to all General Managers and Heads of other Units. Additionally, a review meeting was held on 27th August 2025, chaired by the Secretary of the Railway Board, involving all nodal officers responsible for the campaign.

The campaign’s implementation covers all key divisions within Indian Railways, including:

– 17 Zonal Railways
– 70 Divisional Offices
– 10 Public Sector Undertakings (PSUs)
– 9 Production Units (PUs)
– 9 Central Training Institutes

Active participation from all these units is being ensured through clear instructions and coordination.

To streamline the efforts, over 150 nodal officers have been designated across Indian Railways as campaign coordinators. A dedicated WhatsApp group has been created to facilitate real-time communication and timely updates throughout the campaign period.

Currently, the preparatory phase is underway, with targets being finalized in crucial areas such as clearance of pending references, file reviews, cleanliness drives, e-waste management, and scrap disposal.

The Ministry of Railways remains firmly committed to embedding cleanliness as a daily institutional practice and ensuring the timely resolution of all pending matters. With coordinated planning and wholehearted participation from all units, Special Campaign 5.0 is poised to be a resounding success in advancing the Swachhata mission.
