Mumbai: Worli Dairy Land Set For Redevelopment Into Commercial-Financial Hub

The state government is all set to redevelop the Worli Dairy land into a brand-new commercial and financial hub. This 15.8-acre plot, which had remained unused and was reserved for the dairy development department, will now be handed over to the Mumbai Metropolitan Region Development Authority (MMRDA) for purposes that include residential and recreational facilities.

**Full Ownership and Development Rights**

Under the government’s decision, MMRDA has been granted Class 1 occupancy rights as per the Maharashtra Land Revenue Code, making it the sole owner of the land. This move allows the development authority to proceed with development and the disposal of plots without requiring any additional government approvals.

**Precedent of Metro-Related Land Sale**

Earlier this month, a 4.16-acre plot in Nariman Point, allocated to the Mumbai Metro Rail Corporation (MMRC), was sold to the Reserve Bank of India (RBI) for Rs 3,471.82 crore. Similarly, the redevelopment of the Worli Dairy land is expected to generate significant funds for MMRDA, which is reportedly facing financial challenges while building the metro network across the Mumbai Metropolitan Region (MMR).

**Public Consultation and Previous Plans**

A notification inviting public suggestions and objections was issued on Thursday, ensuring transparency and public participation in the redevelopment plan. The project forms part of a larger vision to position the Mumbai Metropolitan Region as a global economic hub, boosting employment opportunities.

It is important to note that the earlier Maha Vikas Aghadi (MVA) government had proposed different plans for this plot, including an exhibition centre, a marine research institute, an aquarium, and residential quarters for dairy department staff. These plans may now be dropped in favor of the new commercial and financial hub development.

**MMRDA as Special Planning Authority**

With its status as the Special Planning Authority (SPA) for this project, MMRDA will have the responsibility to decide plot allocations, issue development permissions and No Objection Certificates (NOCs), and draft the overall development plan for the area.

This redevelopment marks a significant step toward transforming the unused Worli Dairy land into a vibrant economic and residential zone, contributing to Mumbai’s growth and infrastructure expansion.
