The official NOAA Winter outlook was released on Thursday, providing a glimpse of what to expect in the coming months. With a La Niña expected to persist into the winter, the Climate Prediction Center is showing a slight favoring toward below-normal temperatures and above-normal precipitation for Minnesota and Wisconsin this winter season.
