After that, collect four pieces of Waterlogged Protectorate Medicine for her. These can be found scattered on bodies, in loot bags, or on tables within ruined buildings in the western part of town. - Interim Chief Mechanist Pinckey
If your Speech skill is high enough (level 4), you can talk Pinckey into supporting the defection directly. Most players won’t have such a high rating, so an alternative is to sabotage the loudspeakers using the Propagandizer device, even if you don’t plan to do the full sabotage mission. After disrupting the broadcasts, return to Pinckey and convince him to join the defection plan. - Charlton Weintraut
Visit Charlton’s house in the flooded area—the third house from the right on the back row, up a small incline. Inside, access the computer terminal to uncover some of Charlton’s secrets. After reading the messages, talk to him, and be sure to pick up the Tossball Card from a table.
Once you have the support of Rows, Pinckey, and Weintraut, go back to Hogarth and discuss relocating the people. Though he initially wants to stay behind, you can convince him that moving to safety with the rest is the best option.
